The Bylaws of Safeguard Iowa Partnership (SIP) provide for the establishment of organizational chapters within any city, county, region, or geographical area of the state by the Board of Directors. Chapters chartered by the Board of Directors shall exercise all the rights and privileges delegated to said chapters within the geographical area specifically defined for said chapter. No other chapter may exercise any rights in the geographical area of another chapter without the written approval of the Board of Directors.

 

The purpose of the chapters is to:

  • Identify gaps and issues for strategic planning purposes.
  • Distribute information among partners.
  • Network between public- and private-sector partners.
  • Execute SIP Strategic Plan.

 

Chapters chartered by SIP must conform to all requirements of the SIP Bylaws and adhere to all the provisions of the Policy and Procedures Manual. 

 

Steps to Forming a Chapter

 

1. Those interested in forming a chapter (petitioners) should contact the Executive Director of SIP at This e-mail address is being protected from spambots. You need JavaScript enabled to view it .

 

2. The SIP Executive Director will:

  • Work with the SIP leadership to identify a mentor and point of contact for the petitioners.

 

3. Petitioners after consulting with SIP Executive Director must complete a Chapter Charter petition to SIP via e-mail, fax, or regular post.

  • The Chapter Charter petition includes the following:
    • Selecting a Name
    • Establishing Boundaries
    • Postal Codes
    • Minimum of 15 partners in good standing, who are located within the boundaries of the proposed chapter, must sign the charter petition.
    • Chapter Officers

 

4. Upon approval of the petition by the SIP Board of Directors, the Chair-Elect will be notified by the SIP Executive Director and sent the Chapter Charter.

 

5. The SIP Executive Director will contact the Chapter to help establish a date for the formal charter organizational meeting. The Executive Director and Chair-Elect will conduct the first organizational meeting and the existing tentative officer organization structure will be formally installed at that time.
